School Boulevard Roundabouts
The School Boulevard Improvement Project replaces two all-way stop-controlled intersections at School Boulevard and Cedar Street, and School Boulevard and Edmonson Avenue, with single-lane roundabouts. Work will take place on School Boulevard from Highway 25 to Country Lane.
Timeline
- As of September 13, both intersections are now open. Final restoration work will be completed in the following weeks.
- Construction began the week of May 5. Full completion of the project is expected in September 2025. Due to weather-related delays, project completion was delayed by an estimated three weeks.
- Working hours for the project are 7 a.m. to 7 p.m. Monday through Saturday.
- Construction will be done in phases. Detours and road closures will change throughout the project.

Traffic and Access Information
- One lane of traffic will generally remain open in each direction along School Boulevard and Cedar Street.
- Edmonson Avenue north and south of School Boulevard will be closed for the duration of the project.
- The intersection of School Boulevard and Edmonson Avenue will be completely closed for a short period near the end of the project to complete the roundabout construction.
- Access to driveways will be maintained, although some driveway entrances within the street right-of-way may be partially removed and replaced as new street surfaces are constructed.
- Temporary access restrictions may occur as the project progresses past driveways and intersections.
Project Scope
- Full depth reclamation of School Boulevard between Highway 25 and Country Lane.
- Full depth reclamation as required for Cedar Street and Edmonson Avenue for roundabout construction.
- Spot curb and gutter replacement and repair of existing drainage issues.
- Replace all non-compliant ADA ramps throughout the project area with new ADA ramps and sidewalk as required for the roundabout construction.
- Construct a pathway on the south side of School Boulevard between Country Avenue and Edmonson Avenue.
- Install lights on the new pathway and connect to the existing lighting system.
- Removal of the center medians between Highway 25 and Edmonson Avenue and install a two-way left turn lane.
- Replace street trees removed for the pathways and add irrigation for tree watering.
- Install roundabout landscaping consistent with The Pointes at Cedar zoning district.
Project Background
The City of Monticello successfully secured grant funds for the construction of two single-lane roundabouts on School Boulevard at the intersections with Cedar Street and Edmonson Avenue. Both intersections are currently controlled with 4-way stop signs. A traffic analysis (PDF), completed during The Pointes at Cedar master planning process, recommended constructing roundabouts for greater safety and efficiency.
The City will receive $485,000 through the Carbon Reduction Program (CRP) for the Edmonson intersection improvements. In addition, the City was awarded $1,000,000 through the Surface Transportation Block Grant Program (STBGP) for improvements at the intersection of School Boulevard and Cedar Street.
Project History
July 2023
- Council authorized the preparation of a feasibility report for the project and approved a contract with Hakanson Anderson to provide engineering services on July 10.
May 2024
- Council authorized the purchase of permanent and temporary easements for the Edmonson and School Boulevard Roundabout on May 13.
July 2024
- Council approved the submission of a Public Interest Finding with MnDOT for the project on July 8. The purchase of the right-of-way for the project was approved on July 22.
September 2024
- City Council passed a resolution to restrict on-street parking on School Boulevard from Highway 25 to Country Lane on September 9.
October 2024
- The feasibility study was accepted by the City Council on October 14 and a public hearing was scheduled for November 12, 2024. An Advance Construction Agreement with MnDOT was also approved.
November 2024
- City Council held the public hearing on November 12. Following the public hearing, Council ordered the improvements for the School Boulevard Intersection Improvements Project. On November 25, the project's plans, specifications, and authorization to bid were approved.
January 2025
- Following the bid process, the contract for the project improvements was awarded to OMG Midwest, Inc., by City Council on January 13, contingent upon MnDOT approval. MnDOT reviewed the bid and approved it following the Council meeting. Construction is proposed to start in May with substantial completion in September 2025.
May 2025
- May 5: Project begins.
- May 12: Phase 1 detours and road closures began. View and/or download the Phase 1 Road Access Map. Phase 1 complete by Monday, May 26.
- May 27: Phase 2 detours and road closures begin (weather dependent). View and/or download the Phase 2 Road Access Map.
Phase 1 - Complete by Monday, May 26
- Week of May 5: Crews will be onsite to complete project removals and prepare for road closures.
- Week of May 12: Detours and road closures begin.

Phase 2 - Complete by Saturday, July 5
- Crews moved into phase 2 of the project Tuesday, May 27 (weather dependent). During phase 2, School Boulevard between Hwy 25 and Cedar Street will be closed in both directions. All other traffic control measures will remain the same as phase 1.

Phase 3 - Completed Tuesday, July 29
- Eastbound School Boulevard closed from Cedar Street to the first Walmart entrance. Cedar Street was periodically reduced to one lane to accommodate ongoing construction activities.
- Overnight work on Cedar Street was completed on Monday, July 7. Starting at 9 p.m., Cedar Street was reduced to one lane, with both lanes reopened by midday Tuesday.
- Flaggers were present during all lane closures to help direct traffic and ensure continued access to businesses located south of School Boulevard.
- Portions of Cedar Street were gravel during Phase 3.

Phase 4 - Completed Saturday, September 13
- The School Boulevard/Cedar Street roundabout was open in all directions. Traffic could access Highway 25.
- The School Boulevard/Edmonson Avenue roundabout was closed to complete construction of the second roundabout.
- School Boulevard was closed 200 feet west of Orchard Lane to Country Avenue. Residents in the Autumn Ridge neighborhood were asked to use the Orchard Circle entrance off of Edmonson Avenue.
